Once again, German institutions of higher education are undergoing reforms. These changes, which are meant to privatize German universities and make them more economical, will affect the basic relationship between institutions of higher education and the state. To illustrate what is happening, the author does an in-depth study of supervision in this volume. Wolfgang Kahl puts the current debate on reform policies for institutions of higher education into its larger historical context and shows the development of the relationship between German universities and the state. It is his theory that German institutions of higher education are presently undergoing a change of paradigms from autonomous, universal corporations with a special closeness to the state to scholarly members of the service industry with a special closeness to certain social and political interests.
