'The Urban Development Promotion Act 1971 - Urban Development and Economic Policy in the Area of Conflict between the Federal Government, the Länder and the Municipalities': The Urban Development Promotion Act (Städtebauförderungsgesetz, StBauFG) was implemented from 1971 onwards in the model of cooperative federalism and as a joint programme of the federal and state governments. One of its special features was that it explicitly included the municipal level for this purpose. The work deals with the impact and implementation history of the law in its origin, basic structures and amendments. Its state activity and involvement in economic policy are examined, as well as in particular the role and interests of the municipal level in its implementation.

Dr. iur. Ulf Keller ist Verwaltungswissenschaftler. Er studierte Politikwissenschaften, Öffentliches Recht und Geschichte an der Leibniz Universität Hannover und war Mitarbeiter in der Abteilung für Sozialpolitik und Public Policy der Leibniz Universität Hannover, Lehrstuhl Prof. Dr. Bernhard Blanke. Die Promotion erfolgte 2022 an der Juristischen Fakultät der Leibniz Universität Hannover, Lehrstuhl Prof. Dr. Hermann Butzer. Veröffentlichungen und empirische Arbeiten behandeln u.a. kommunale Arbeitsmarktpolitik, soziale Grundsicherung, lokale Bildungspolitik und grundsicherungsrelevante Mietspiegel.
