This book concentrates on strategic foresight in the German public sector. It shows the principles of strategic foresight: the terminology, organisational localisation, key problems, implications, and the methodology of strategic foresight. The approach of the book uses three methods. The first method is a comparison of the public and private sector in general and strategic foresight specifically to find public sector specifications and to show how the public sector can take advantage of the private sectors strategic foresight practices. The second method is the degrees of freedom diagram that assesses the capability of public institutions to make their decisions independently from third parties by the legal structures used most often in the German executive branch. The third approach is the identification of relevant key success factors of strategic foresight activities in public institutions through a literature analysis.

Tobias Witter, M.A., born in 1991: He holds a Bachelor's degree in public management and social security law from the Federal University of Applied Administrative Sciences and a master's degree in business administration from the Beuth University of Applied Sciences. He works as a consultant for the German statutory pension insurance scheme.
