How do anti-democratic attitudes emerge in a community? This study finds that people turn away from democracy when it fails to deliver on its promise of social equality. The willingness to get involved is contrasted by the difficulty of reaching established politics. Based on these observations, the authors develop approaches to strengthen representative democracy at the municipal level through more direct forms of participation.
