The performance of the Federal Civil Service in Nigeria as an apparatus of the State in facilitating development process has been acknowledged to be very poor and hence its inclusion in the reform programme of the government since the return of the country to democratic governance. There have been several public policies since 1999 to bring about the reform in the Federal Civil Service. The policies have brought the Trade Unions in the service into conflicts and engagements with the State as a result of the vulnerability of certain categories of civil servants to the reform policies.
